Case Description

The Forum of Free Peoples of Post-Russia" took place on December 11, 12, and 14, 2023, in Rome and Berlin. Regional oppositionists spoke at it, discussing the prospects for post-colonial and post-war Russia. In mid-December, the head of the Investigative Committee, Alexander Bastrykin, demanded that a criminal case be opened in connection with statements made at the forum. On April 24, 2024, the Syktyvkar City Court issued an in absentia arrest warrant for Garry Kasparov, Dmitry Gudkov, Ivan Tyutrin, and Evgenia Chirikova. They were accused of financing terrorist activities, publicly justifying it, and also creating a terrorist community. The details of the charges are unknown. At the beginning of November 2024, it became known that another criminal case had been opened against Evgeniya Chirikova - for "public justification of terrorism." According to law enforcement officials, no later than August 8, 2023, Chirikova participated in a broadcast on one of the video hosting sites, as well as gave an interview, in which, according to the conclusion of a linguistic examination, there are signs of justifying the activities of a terrorist organization prohibited on the territory of the Russian Federation. In October 2025, several more members of the "Council of the Free Russia Forum" were added to the list of "terrorists and extremists" of Rosfinmonitoring: Boris Golant, Anastasia Kirilenko, Alfred Koch, Alexander Morozov, Nikolai Polozov, Igor Eidman, and Mikhail Krutikhin. Details of their charges are unknown.
