Case Description

On 11 July 2023 in Moscow's Vnukovo airport, Vyacheslav Lutora, a native of Krasnoyarsk, was detained. He was heading to Poland via Turkey. Since received an offer to work from an unknown person via telegram. The work consisted of accounting and delivering humanitarian aid to citizens of Ukraine affected by the military conflict. He was issued a protocol for an administrative offense under the article on petty hooliganism. According to law enforcement officers, Lutor, being in a public place, used obscene language, shouted loudly and waved his arms." 4. On the same day, the Solntsevsky District Court of Moscow placed the man under administrative arrest. On July 15, after serving his sentence, Lutora was detained again and a protocol on an administrative offense was drawn up under the article on failure to comply with a lawful demand of a law enforcement officer: allegedly Lutora refused to show his passport to security forces. The Troitsky District Court of Moscow sentenced him to 15 days of arrest. July 29, the day Lutov was to be released from the detention center, Lefortovo District Court of Moscow sent the man to a pre-trial detention center on charges of treason and participation in a terrorist organization. According to the security forces, Lutov was in correspondence with the 'Freedom of Russia' legion and was going to go to Ukraine to fight on the side of the Armed Forces of Ukraine. Later, charges were added under an article on confidential cooperation with a foreign state. On February 28, 2024, the 2nd Western District Military Court found Vyacheslav Lutora guilty and sentenced him to 10 years in a strict regime colony. July 8, 2024, the Appellate Military Court left the sentence unchanged.
