Case Description
Abakan, Republic of Khakassia, on March 19, 2022, an unknown person wrote 'Glory to Ukraine' on the building of the GAUK RK 'Khakass National Museum of Local Lore named after L.R. Kyzlasova" on Pushkin Street, as well as partially painted over with paint the inscription "Z We don't abandon our own" on an information banner installed near the entrance to the museum building. Police detained pensioner Igor Pokusin on May 26 on charges of making anti-war inscriptions. He was accused of an act of vandalism committed by defiling a building and damaging a structure, and was placed under a travel ban as a preventive measure. On July 24, 2022, Igor Pokusin was detained at Krasnoyarsk airport. Elena told that the security forces took her husband to the forest and tortured him into making a video confession that he planned to join the Armed Forces of Ukraine. In reality, the man only wanted to leave Russia. Following this, he was placed under house arrest. December 7, 2022, Vadim Zhatko, a magistrate of the Abakan Court of Justice No. 2, found Igor Pokusin guilty and sentenced him to six months of restriction of liberty. The verdict was not appealed and came into force. On the evening of July 24, 2023, 60-year-old Igor Pokusin was detained in Krasnoyarsk. According to the security forces, the detention took place at the Krasnoyarsk airport, but footage later published in Russian media shows that Pokusin's detention did not occur at the airport but in a residential building. Igor Pokusin's wife, Elena, said that on the way from Krasnoyarsk, the security forces took her husband to the forest and tortured him into making a video-recorded confession that he planned to join the Ukrainian Armed Forces. In reality, the man just wanted to leave Russia. During the detention, a plastic bag was put over the pensioner's head, so he had difficulty breathing: "They took me to the forest and said: 'Now we'll hit you with a stun gun, will your heart take it?' He replied: 'No, it won't.'", And then in court they asked us: how will you prove this? And how will you prove it if you had a bag on your head? "Igor was even afraid to talk about it at first, Elena said. At the time of his detention, the pensioner was under a written undertaking not to leave the place regarding a vandalism case due to damage to Z-banners in Abakan. Following this, he was placed under house arrest. Half a year after his detention, on December 7, a criminal case was opened against Pokusin for attempted state treason." "According to the FSB investigators' version, the 60-year-old man arrived at the Krasnoyarsk airport from Abakan in order to then fly to Astana, and from there transit through Moldova to get to Ukraine. Igor allegedly planned to join the Ukrainian Armed Forces to fight against the Russian army. On January 19, 2024, the Supreme Court of the Republic of Khakassia found Igor Pokusin guilty and, taking into account the partial accumulation of the imposed punishment with the punishment by the verdict of December 7, 2022, finally sentenced him to imprisonment for a term of 8 years 1 month to be served in a strict regime penal colony, with a restriction of freedom for 1 year. 23 May 2024, the Fifth Appellate Court of General Jurisdiction left the sentence unchanged. On June 11, 2024, Igor Pokusin died in custody in a Khakassia colony. The cause of death is not reported.
