Case Description
On August 17, 2021, in annexed Sevastopol, local residents and Crimean Tatars Raif Fevziev, Jebbar Bekirov, Zavur Abdullaev, Rustem Murasov, and Rustem Tairov were detained. They were accused of organizing and participating in the activities of a terrorist organization, as well as of preparing for a violent seizure of power.
According to investigators, Bekirov established a cell of the organization “Hizb ut-Tahrir al-Islami” in Sevastopol and the Bakhchysarai District, into which he recruited the other suspects. The cell members held clandestine meetings, studied ideological sources, and recruited new supporters. According to law enforcement officials, the organization’s goal was to overthrow non-Islamic governments and reestablish the “Universal Islamic Caliphate”. The prosecution’s case was based on audio recordings of conversations and the testimony of a confidential witness. The defendants denied the charges and claimed they had no connection to terrorism.
After their arrest, the defendants were remanded into custody.
On May 31, 2023, the Southern District Military Court found all defendants guilty and sentenced Dzhebbara Bekirov to 17 years in prison. Zavura Abdullaev, Rustem Murasov, and Rustem Tairov were each sentenced to 12 years in prison. The court ruled that all the convicted individuals must serve the first 4 years of their sentences in prison and the remainder in a maximum-security correctional colony.
On November 20, 2023, the Military Court of Appeals upheld the verdict.
