Case Description

On August 17, 2021, local residents, Crimean Tatars Raif Fevziyev, Dzhebar Bekirov, Zavur Abdullayev, Rustem Murasov, and Rustem Tairov, were detained in annexed Sevastopol. They were charged with organizing the activities of a terrorist organization and participating in it, as well as preparing to seize power by force.

According to the investigation, Bekirov created a cell of the Hizb ut-Tahrir al-Islami organization on the territory of Sevastopol and the Bakhchysarai district, involving the other defendants. Cell members held secret meetings, studied ideological sources, and recruited new supporters. According to law enforcement, the goal of the organization was to eliminate non-Islamic governments and recreate the "World Islamic Caliphate". The prosecution was based on audio recordings of conversations and the testimony of a classified witness. The defendants pleaded not guilty and stated they had no connection to terrorism.

After the defendants were detained, they were placed in custody.

On May 31, 2023, the Southern District Military Court found all defendants guilty and sentenced Dzhebar Bekirov to 17 years of imprisonment. Zavur Abdullayev, Rustem Murasov, and Rustem Tairov were sentenced to 12 years of imprisonment each. The court ruled that all convicts must serve the first 4 years of their sentence in prison, and the remaining part in a maximum-security penal colony.

On November 20, 2023, the Appellate Military Court upheld the verdict without change.
