Case Description
In the Kursk region, no later than March 2025, 42-year-old Ukrainian citizen Vladimir Parafilo, a soldier of the 92nd Separate Assault Brigade of the Armed Forces of Ukraine, was taken prisoner by Russian military personnel. He was accused of committing a terrorist attack that resulted in the death of two people, as well as rape and other sexual acts by a group of persons with the use of violence and taking advantage of the victim's helpless state." According to the investigation and the court, late in the evening of December 20, 2024, Parafilo, armed with an assault rifle, ammunition and two grenades, as part of his unit, illegally invaded the Kursk region and proceeded to the village of Russkoye Porechnoye in the Sudzhansky district. Parafilo together with three fellow servicemen raped and killed a local resident in a private house. Next, he shot her neighbor, who had run to the cries for help, with an automatic rifle. The bodies of the killed were moved to the basement, where a grenade was thrown to conceal the traces of the crime. Over the next few days, Parafilo, as part of a unit, blocked the village and intimidated the local population. The Lenin District Court of Kursk granted the petition of the investigator of the Main Investigative Committee of the Russian Federation and placed Vladimir Parafilo in custody. On October 15, 2025, the 2nd Western Military District Court found Vladimir Parafilo guilty and sentenced him to life imprisonment, with the first 10 years to be served in prison, and the rest in a strict regime penal colony.
