Case Description
In 2024, in the Kursk region, during hostilities, Ukrainian citizens, senior soldiers of the 41st Separate Mechanized Brigade of the Armed Forces of Ukraine, sniper-shooter Vladimir Lugovoy and medic-shooter Andrey Chemer, were taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, on February 8, 2025, Lugovoy and Chemer, together with their comrades-in-arms, illegally crossed the state border of the Russian Federation on a Maxx Pro armored vehicle and invaded the territory of the Kursk region. In the area of the village of Sverdlikovo in the Sudzhansky district, they 'conducted surveillance of the settlement, its residents, and Russian military personnel, transmitted information, intimidated peaceful citizens, prohibited them from evacuating, and also organized the blocking and holding of the occupied position.'", On September 26, 2025, the 2nd Western Military District Court found Vladimir Lugovoy and Andrey Chemer guilty and sentenced them to 17 years of imprisonment, with the first 4 years to be served in prison and the remainder in a strict regime correctional colony. The verdict was not appealed and entered into legal force.
