Case Description

In the Kursk region in October 2024, seven Ukrainian citizens, servicemen of the 202nd battalion of the 103rd brigade of the Ukrainian Armed Forces—Anatoly Voloshin, Vladimir Arshulik, Sergey Karaev, Alexander Doichuk, Zinovy Sigerich, Andrian Kulbabba, and Oleg Vovk—were taken prisoner by Russian military personnel. The Main Military Investigative Directorate of the Investigative Committee of Russia initiated a criminal case against Ukrainians for committing a terrorist act by a group of persons on a prior conspiracy, illegal circulation of weapons, explosives and explosive devices, and illegal crossing of the state border of the Russian Federation, committed by an organized group. According to the Russian investigation, in early August 2024, Voloshin, Arshulik, Karaev, Doichuk, Sigerich, Kulbabba, and Vovk, acting as part of armed formations of Ukraine, having with them automatic firearms and large-caliber firearms, using explosive devices, illegally crossed the state border of the Russian Federation. Being on the territory of the Korenevsky district of the Kursk region, including the villages of Krasno-Oktyabrskoye, Snagost and Komarovka, in order to intimidate the population, cause significant property damage and destabilize the activities of state authorities, the aforementioned persons repeatedly opened fire on both Russian military personnel and civilians. Following a request from military investigators, the court chose detention as a measure of restraint for the prisoner of war. On January 14, 2025, the 2nd Western Military District Court found the defendants guilty and sentenced Anatoly Voloshin, Sergey Karaev, Alexander Doichuk, Zinovy Sigerich, and Oleg Vovk to 16 years in prison, and Vladimir Arshulik and Andrian Kulbabu to 15 years in a strict regime colony. The verdict was not appealed and entered into legal force.
