Case Description
In the city of Dzhankoy in annexed Crimea, at the end of September 2024, 19-year-old Kazakh citizen Turan Ustyugov was detained. A protocol on an administrative offense under the article on disobedience to a lawful order of a police officer was drawn up against him. On October 2, 2024, Judge Elena Nikolaeva of the Dzhankoy District Court of the Republic of Crimea sentenced the young man, but the exact punishment is unknown. Later that day, Turan called his mother, Elmira Zhanabayeva, and told her that he had been tortured. He shouted into the phone: 'They held a gun to my temple, hung me upside down, beat me with electricity.' Then he disappeared for a day, and she didn't know if he was alive or not. A criminal case was opened against the Kazakhstani citizen for participating in the activities of a terrorist organization and undergoing training for the purpose of committing terrorist attacks. According to the Russian investigation, Ustygov wanted to join the "Russian Volunteer Corps" fighting on the side of Ukraine or the "Azov" unit. For the duration of the investigation, the defendant was placed in a pre-trial detention center. On June 25, 2025, the Southern Military District Court found Turan Ustygov guilty and sentenced him to 12 years in a strict regime colony.
