Case Description

On the evening of November 26, 2013, in Moscow, Matlubu Nasimova and twelve other Muslim men were detained during a search at a hostel on Natasha Kachuyskaya Street: Artur Maslakov, brothers Imran, Anzor and Artur Tekilov, Tagir Akhtakhanov, Sergey Cheprasov, Islam Ramazanov, Aslan Suleymanov, Khoso Esmurzaev, Adam Shavkhalov, Ersmak Saraliev, and brothers Nurmagomed and Inyal Balakadashyev. Tajiba Mahmudov was detained the same night during a search of his apartment on Klara Tsetkin Street. On November 27, 2013, a criminal case was opened against them for preparation for a terrorist attack, illegal storage and manufacture of weapons as part of an organized group. Mahmudov, Maslakov and Imran Tekilov were additionally charged with illegal possession of weapons. On December 8, 2013, Ersmak Saraliev was detained in Moscow. According to the investigation, no later than November 22, 2011, Mahmudov created an organized criminal group. The investigation called them members of the banned organization "At-Takfir wal-Hijra." According to law enforcement officials, they were preparing to carry out an explosion at the Kyrgyzstan cinema in Moscow between January 1 and 10, 2014. For this, they purchased and stored weapons, ammunition, and components for making homemade explosive devices in a rented apartment on Natasha Kachuyskaya Street. All defendants were sent to a pre-trial detention center. On April 22, 2016, the Moscow Regional Military Court found all defendants guilty and sentenced Tajiba Mahmudov to 13 years in a strict regime colony, Artur Maslakov and Imran Tekilov to 12 years in a strict regime colony each, Tagir Akhtakhanov, Sergey Cheprasov, Anzor Tekilov, Artur Tekilov, Islam Ramazanov, Aslan Suleymanov, Khoso Esmurzaev, Adam Shavkhalov, Ersmak Saraliev, Nurmagomed Balakadashyev and Inyal Balakadashyev to 11 years in a strict regime colony each. Matlubu Nasimova was sentenced to 11 years in a general regime colony. On May 16, 2017, the Appellate Military Court left the sentence unchanged. In October 2020, Artur Maslakov was released for health reasons, but in August 2021 he was re-arrested.
