Case Description
In February 2023, a 35-year-old local resident Sergey Stanchev was detained in Essentuki, Stavropol Krai. He was accused of preparing a terrorist attack. According to law enforcement, the man established contact with a member of the Legion "Freedom of Russia" organization, who instructed him to purchase components for making an incendiary mixture. The man planned to carry out a terrorist attack by setting fire to the administrative building of the Ministry of Defense. The man failed to carry out his plan, as he was detained by employees of the UFSB for the Stavropol Territory. The court sent the man to a pre-trial detention center. At the end of March 2024, it became known that an article about confidential cooperation with a foreign state to the detriment of the Russian Federation was added to the charges. According to the investigation, Stancheva called the phone number of a Ukrainian project between January 3 and 16, 2023, and told its representative about his desire to join a Ukrainian armed formation. On January 17, 2023, a representative of the banned Ukrainian paramilitary organization Legion "Freedom of Russia" contacted Stanchev via the Internet and offered confidential cooperation, which the latter agreed to. Between January 23 and February 4, 2023, Stantchev, acting on behalf of a representative of the LPR, conducted surveillance and video recording of the military commissariat of the Stavropol Territory, the results of which he sent to the aforementioned representative, and also agreed to carry out an assignment to set it on fire in order to destabilize the activities of the authorities. Implementing his plan, Stanchev in the period from February 7 to 8, 2023, purchased components for the manufacture of a homemade incendiary mixture and began its manufacture, but he was detained. July 29, 2024, the Southern District Military Court found Sergey Stanchev guilty and sentenced him to 7 years in a general regime penal colony, with the first 2 years and 6 months to be served in prison. The verdict was not appealed and entered into legal force.
