Case Description

In the Kursk region on November 1, 2024, during hostilities, a 45-year-old citizen of Ukraine, Senior Soldier Sergey Borisov of the 17th Separate Tank Brigade of the Armed Forces of Ukraine, was taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, in September 2024, Borisov, armed with an AK-47 assault rifle and grenades, together with his fellow servicemen, illegally invaded the territory of the Russian Federation. While in the Sudzhansky district of the Kursk region, Borisov "occupied private houses where he equipped observation and firing positions from which he opened fire on Russian military personnel and civilians." In addition, he participated in the illegal blocking of the city of g. Sugi, s. Mala Loknya and s. of the burial mounds of the Sudzhansky district of the Kursk region. 18 June 2025, the 2nd Western Military District Court found Nikolai Chovgan guilty and sentenced him to 16 years imprisonment, with the first 4 years to be served in prison and the remainder in a strict regime penal colony. The verdict was not appealed and entered into legal force.
