Case Description

9 November 2021 in Ufa, a search was conducted at the home of a 38-year-old local resident, activist, and former coordinator of Navalny's local headquarters Lilia Chanysheva and former volunteer of the headquarters Rustem Mulyukov. Raids were also conducted on several other Ufa supporters of Alexei Navalny. Their office equipment, communication devices, and documents were seized, after which the activists were taken for questioning to the regional Investigative Committee office. After the interrogation, Chanshev was detained for 48 hours until the court chose a measure of restraint. On the same day, she was charged with creating and leading an extremist community. According to the investigation, Chanysheva was engaged in "managing structural units that are part of an extremist community created by an organized group of persons to prepare or commit crimes of an extremist nature." Mulyukova was accused of participating in the activities of an extremist community. As a preventive measure, the court chose a ban on certain actions for him. On March 15, 2023, Mulyukov's preventive measure was changed to house arrest. The reason was the man's failure to appear in court due to his departure for necessary medical procedures. On March 23, the court of appeal overturned this decision, again choosing a ban on certain actions for the oppositionist. On November 10, 2021, the Kirovsky District Court of Ufa placed the woman in custody at the request of the investigation. Later she was transferred to Moscow. Later, Chanysheva's charges were toughened - articles on organizing the activities of an extremist community using an official position and participating in a non-profit organization that infringes on the personality and rights of citizens were added. In the summer of 2022, the measure of restraint for Mulyukov was changed to house arrest. On June 14, 2023, the Kirovsky District Court of Ufa found the defendants guilty and sentenced Lilia Chanyisheva to 7.5 years in a general regime colony and Rustem Mulyukov to 2.5 years in a general regime colony. Until the verdict came into force, the court retained Mulyukova's measure of restraint in the form of house arrest. November 7, 2023, the Supreme Court of Bashkortostan upheld the sentence. Mulyukov was taken into custody in the courtroom. On March 4, 2024, the Sixth Cassation Court of General Jurisdiction sent the criminal case for new appellate review to the Supreme Court of Bashkortostan. On April 9, 2024, the collegium of the Supreme Court of Bashkortostan increased Chanysheva's sentence to 9.5 years of imprisonment. The court left the verdict against Mulyukov unchanged. On August 1, 2024, Lilia Chanysheva was released as part of an international humanitarian prisoner exchange between Germany and Russia. November 12, 2024, the Perm Regional Court ruled to release Rustem Mulyukov from serving his sentence due to his health condition.
