Case Description
In August 2020, a criminal case was opened in Belgorod against Rustam Kaybyshev, head of the research laboratory at BelSU University. He was accused of fraud on a particularly large scale. According to the investigation, Kaybyshev, being the head of a scientific project, received a subsidy from the Ministry of Education and Science of Russia in the amount of 14 million. rubles for the development of new types of steel. According to law enforcement officials, the scientist "created the appearance of performing work" by providing the customer with fake reporting documents. The documents contained false information about works allegedly performed by the industrial partner LLC "Detaly Komplekt" and the engaged organization LLC "Al'ians, which in reality did not have the necessary equipment and did not perform the stated volume of work. Based on these falsified reports, budget funds were transferred to the accounts of the BelSU NRU, which Kaybyshev disposed of at his discretion. During the investigation, the scientist was under a written undertaking not to leave. On July 17, 2025, the Oktyabrsky District Court of Belgorod found Rustam Kaybyshev guilty and sentenced him to 2.5 years in prison in a general regime colony with a fine of 500 thousand. rubles. The court also fully satisfied the civil claim of the Ministry of Science and Higher Education of the Russian Federation and ordered to recover 14 million from Kaybyshev. rubles. The scientist was taken into custody in the courtroom. October 29, 2025, the Belgorod Regional Court left the verdict unchanged.
