Case Description
1. In Voronezh, no later than April 2, 2025, a criminal case was opened against 35-year-old local resident Ruslan Minkakov. He was accused of treason, as well as illegal manufacture and storage of explosives. According to the investigation, from November 2022 to January 2024, Minkakov cooperated with representatives of Ukrainian intelligence, "carried out tasks to destabilize the situation and intimidate the population in Voronezh, Kursk and Belgorod regions." It is claimed that from June 2023 to January 2024, he "independently manufactured explosive devices or received them through caches on the orders of Ukrainian representatives." In September 2023, Minkakov allegedly conducted reconnaissance of railway infrastructure facilities of JSC "RZD" in Ostrogozhsky district in order to assess the possibility of committing sabotage and transmitted the data obtained to his curators. During the investigation, the defendant was placed in a pre-trial detention center. On April 2, 2025, the Voronezh Regional Court found Ruslan Minkakov guilty and sentenced him to 19 years in prison: three years in prison, the rest of the term in a strict regime correctional colony. He was also fined 800 thousand rubles and given a one-year restriction of freedom. On November 12, 2025, the First Appellate Court of General Jurisdiction left the verdict unchanged.
