Case Description
In the occupied Donetsk region, no later than July 2023, a criminal case was opened against Azov battalion serviceman Ruslan Minagulov for cruel treatment of the civilian population, use of prohibited means and methods in an armed conflict, and murder of two or more persons committed by a group of persons in a generally dangerous manner motivated by ideological and political hatred. According to the investigation, on March 4, 2022, Minagulov, carrying out an order to shell objects in the Vostochny microdistrict of Mariupol, fired at least 10 shots from a 2M12 'Sani' mortar with a caliber of 120 mm. As a result, on the streets of 9 May and Kievskaya in Mariupol, a woman and a man who did not participate in the armed conflict received fatal injuries. On January 21, 2025, the Supreme Court of the Donetsk Republic found Ruslan Minagulov guilty and sentenced him to 24 years in a strict regime. The verdict was not appealed and entered into legal force.
