Case Description
In mid-November 2024, in the Kursk region, a 21-year-old Ukrainian citizen, soldier of the 95th Separate Assault Brigade of the Armed Forces of Ukraine, Roman Bura, was taken prisoner by Russian military personnel. He was accused of committing a terrorist act as part of a group of persons by prior conspiracy. According to the Russian investigation, in November 2024, Burra, as part of a unit, illegally invaded the territory of the Sudzhansky district of the Kursk region. With the aim of "destabilizing the activities of government bodies, he hindered the evacuation of civilians from the village of Kazachya Loknya, and also used weapons to intimidate the residents. On May 23, 2025, the 2nd Western Military District Court found Roman Buru guilty and sentenced him to 16 years of imprisonment, with the first 4 years to be served in prison, and the remainder in a strict regime correctional colony. The verdict was not appealed and entered into legal force.
