Khalikov Radik Filusovich

In Kazan, at the international airport named after G.M. Radik Khalikov, a 53-year-old local resident and native of Kazakhstan, was detained on October 28, 2023, around 8 p.m. Initially, he was taken to a police station, and then, at 3 a.m. the following day, on October 29, he was brought to the GAUZ 'Republican Narcological Dispensary' of the RT Ministry of Health for a medical examination to determine his state of narcotic intoxication. A protocol on an administrative offense was drawn up against Khalikov under the article on drug use. According to police reports, the man "had signs of drug intoxication, speech impairment, a sharp change in the color of the skin of the face, which gave reason to believe that Khalikov consumed narcotic drugs or psychotropic substances without a doctor's prescription." At the same time, Khalikov refused to comply with the lawful demand of the authorized official to undergo a medical examination for intoxication. 31 October 2023, the magistrate of the judicial district No. 1 of the Privolzhsky judicial district of Kazan, Gulnara Znatnova, sentenced Khalikova to 15 days of administrative arrest. After serving his sentence, Khalikov was detained on charges of a criminal offense. He was accused of attempted state treason, participation in the activities of a terrorist organization, illegal circulation and smuggling of drugs. According to Khalikov, the reason for the criminal prosecution was support for the "Free Russia" legion and criticism of the Russian authorities, while weapons and hemp were planted on him. The court placed the man in a pre-trial detention center.
