Case Description

In the evening of 31 July 2023, in the city of Rossosh, Voronezh Oblast, a 24-year-old local resident, history teacher Olga Podunova came to the military enlistment office and threw a Molotov cocktail at it. She was immediately detained, and the flames were quickly extinguished. A criminal case was initiated against the woman for attempted destruction of another's property. During the interrogation, Podunova said that she had become a victim of fraudsters. On July 26, an unknown person called her and introduced himself as an employee of the Central Bank. He said that fraudulent actions are taking place with her accounts. Later, law enforcement officers" called her and reported that the fraudster was sitting in the military enlistment office, and in order to detain him, a Molotov cocktail needed to be thrown into the building. Before the election of a preventive measure, the woman was placed in a temporary detention center. On August 3, 2023, the Rossoshansky District Court of the Voronezh Region placed Podunov under house arrest. On September 30, 2023, the woman was released under a ban on certain actions. On December 12, 2023, the Rossoshansky District Court of the Voronezh Region terminated the criminal prosecution of Olga Godunova due to the application of the parties. Before the sentence came into legal force, the woman was released on her own recognizance not to leave. The prosecutor's office appealed the decision of the district court, after which on March 5, 2024, the Voronezh Regional Court sent the case for a new review to the court of first instance. On April 22, 2024, the Rossoshansky District Court returned the case to the prosecutor's office due to the need to qualify Podunova's actions as a more serious crime—attempting a terrorist act by a group of individuals acting on prior agreement.
