Case Description
In Mariupol, occupied Donetsk region, at the plant named after In April 2022, a 34-year-old Ukrainian citizen, commander of the first reconnaissance platoon of the reconnaissance company of the 36th separate brigade of the Marine Corps of the Armed Forces of Ukraine, Oleg Plotnikov, fell into the hands of Russian military personnel. Subsequently, a criminal case was opened against him for cruel treatment of the civilian population in the occupied territory and attempted murder of two or more persons committed by an organized group, motivated by political, ideological hatred and enmity. According to the Russian investigation, in March 2022, Plotnikov ordered his subordinates to open fire to kill at a car whose mirrors had white ribbons tied to them, indicating its affiliation with civilian vehicles. His subordinate fired about three aimed single shots at the car, as a result of which one of the men was wounded. With the help of other people in the car, he managed to leave the vehicle, after which they jointly took refuge in a safe place. According to the charges, Plotnikov believed that the people he discovered held a pro-Russian position, so he ordered them to be destroyed. On August 20, 2024, the Supreme Court of the Donetsk People's Republic found Oleg Plotnikov guilty and sentenced him to 22 years of imprisonment to be served in a strict regime penal colony. The verdict was not appealed and entered into legal force.
