Case Description
On March 11, 2025, in the Kursk region, during hostilities, a 32-year-old citizen of Ukraine, a shooter from the 118th Territorial Defense Brigade of the Armed Forces of Ukraine, Oleg Pasenko, was taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, on the night of February 14, 2025, Pasenko, armed with an AK-74 assault rifle with ammunition and two hand grenades, together with other servicemen of his unit, illegally crossed the state border of the Russian Federation in a Volkswagen Transporter T4 vehicle near the checkpoint in the Sudzhansky district of the Kursk region and proceeded towards the Agronom farmstead. Having taken up a position at an observation and fire position located near the settlement, together with his fellow servicemen, he "took measures to disrupt the activities of state authorities and local self-government bodies, observed Russian servicemen, and also intimidated the civilian population by using weapons." September 17, 2025, the 2nd Western Military District Court found Nikolai Chovgan guilty and sentenced him to 16 years in prison, with the first 3 years to be served in prison and the remainder in a strict regime penal colony. The verdict was not appealed and entered into legal force.
