Case Description
10 February 2025, in the Kursk region, during combat operations, a 38-year-old Ukrainian citizen, a shooter from the 82nd Separate Airborne Assault Brigade of the Armed Forces of Ukraine, Nazarii Kis, was taken prisoner by Russian servicemen. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, on the night of February 1, 2025, Kis, armed with an Haenel MK 556 assault rifle, ammunition for it, and two hand grenades, together with five servicemen from his unit in a MaxxPro armored personnel carrier, illegally crossed the state border of the Russian Federation in the Sudzhansky district of the Kursk region, after which he proceeded deep into its territory "in order to block and hold populated areas under armed control." From February 1 to 10, he was successively moved to observation and firing positions equipped in the city of Sudzha, near the villages of Ulanok and Cherkasskaya Konopelka, together with his comrades, he held them, intimidating the civilian population by using weapons and prohibiting evacuation." On July 16, 2025, the 2nd Western Military District Court found Nazarii Kis guilty and sentenced him to 15 years in prison, with the first 5 years to be served in a prison and the remainder in a strict regime penal colony. The verdict was not appealed and entered into legal force.
