Case Description
In the city of Svobodny, Amur Oblast, on April 19, 2023, representatives of military police forcibly detained 30-year-old Miroslav Shepilov on the street. He was presented with some document about detention from the military commissar, which was not allowed to be photographed. The men in uniform stated that they had an order to deliver Shepilov to the military investigative department. Miroslava was forcibly restrained and forcibly taken to military unit 21720 in Yekaterinoslavka. In September 2022, Shepilov received a mobilization summons. He did not serve in the army, did not go to the military enlistment office. It later turned out that the summons was sent to him by mistake. Nevertheless, Miroslava was taken to a military unit in Yekaterinoslavka, where they persuaded her to go to war as a volunteer or sign a contract. He refused and went home. After some time, Miroslav began receiving phone threats, unknown people began to scare him that he was a serviceman, assigned to a unit, and that he would be imprisoned if he did not come. The man replied that he had not signed anything, therefore he is not a serviceman. Shepilov's brother said on April 24, 2023: "He is there now. No criminal case has been initiated, he is not a military serviceman, and in my opinion, he is being held forcibly with violations of human rights and freedoms. At the moment, they do not know what to do with him. Since you can't send him to the military, and you can't send him to the hospital, and to the SMO - that's also illegal, I think so." Military commissariats do not have the authority to issue detention documents. As of April 2023, a fine of up to 3 thousand rubles was threatened for failing to appear at the summons. Criminal prosecution was only threatened in the case of unauthorized abandonment of the unit.
