Case Description
In the Amur Region in late November 2024, the FSB detained Mikhail Vishnevetsky, a 39-year-old resident of Belogorsk. He was charged with attempted sabotage, carried out by a group of individuals acting in concert, and participation in terrorist activities.
According to law enforcement, Vishnevetsky, an opponent of the “Special Military Operation,” conspired in October 2024 with members of the pro-Ukrainian organization “Russian Volunteer Corps”—which is recognized as a terrorist group in Russia—to carry out acts of sabotage. The defendant studied manuals on mining and demolition and procured the components necessary for an improvised explosive device (IED).
It is alleged that the man, together with an acquaintance, planned to blow up a section of the Trans-Siberian Railway between Belogorsk and Ukraine in the Amur Region. After carrying out the sabotage, he allegedly planned to travel to Ukraine and join the ranks of the Ukrainian Armed Forces, but he was detained.
At the request of the investigators, the court placed the suspect in pretrial detention.
In May 2025, the charges against Vishnevetsky were upgraded to include high treason.
On July 28, 2025, the 1st Eastern District Military Court found Mikhail Vishnevetsky guilty and sentenced him to 18 years in prison, the first 3 of which he must serve in prison, with the remainder to be served in a maximum-security penal colony.
On November 26, 2025, the Military Court of Appeals upheld the sentence.
