Case Description
On 22 August 2023, in Melitopol, in the occupied Zaporizhzhia region, two local residents, Ukrainian citizens Maksim Vorobyov and Maksim Timofeev, were detained. They were accused of "participating in a terrorist community, aiding terrorist activities, committing a terrorist act by a group of persons by prior conspiracy, and the illegal acquisition, storage, transportation, and carrying of explosives and explosive devices. According to the Russian investigation, Vorobyov joined a terrorist community in 2023 and agreed to carry out terrorist attacks on the territory of the Zaporizhzhia region. After that, he persuaded his acquaintance Maxim Timofeev to join the same community. Together they allegedly took homemade explosive devices and their components from caches. Between April and June 2023, Vorobyov carried out the detonation of three locomotives on the territory of the Melitopol locomotive depot of the state enterprise 'Melitopol Railway'. The criminal case against Timofeyev was separated into a separate proceeding. On October 22, 2024, the Southern Military Court found Maxim Vorobyov guilty and sentenced him to 16 years of imprisonment, with the first 3 years to be served in prison and the remaining time in a strict regime penal colony. As an additional punishment, the court imposed a fine of 500 thousand on the Ukrainian. rubles. The verdict was not appealed and entered into legal force. On January 27, 2025, the Southern District Military Court found Maxim Timofeev guilty and sentenced him to 20 years in prison, with the first 3 years to be served in prison, the remaining years in a strict regime correctional colony, and a fine of 600 thousand. rubles. On May 12, 2025, the Appellate Military Court left the sentence unchanged.
