Case Description
In the Kursk region on September 16, 2024, during hostilities, a 43-year-old Ukrainian citizen was taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, causing significant damage." According to the Russian investigation, on the morning of August 25, 2024, Tolstikov, as part of a unit of Ukrainian armed formations, illegally invaded the territory of the Kursk region. In the area of the village of Lyubimovka, he deployed a mobile artillery reconnaissance system 'Barak' together with other military personnel. Within two weeks, Tolstikov "ensured the delivery of personnel, batteries, and food, participated in the blockade of the settlement, intimidated peaceful citizens, prohibited them from moving freely, and hindered evacuation. 11 April 2025, the 2nd Western Military District Court found Konstantin Tolstikov guilty and sentenced him to 16 years in prison, the first 4 years to be served in prison, and the remaining term in a strict regime penal colony. The verdict was not appealed and entered into legal force.
