Case Description
In the Tver region, a criminal case was opened against 22-year-old Kirill Dzhafarov and 25-year-old Pavel Devnin no later than January 2024. They were accused of high treason, promoting terrorist activity, preparing to participate in a terrorist organization and undergoing training to carry out sabotage.
According to the version of the Russian investigation, in November 2023 Devnin induced Jafarov to participate in the activities of the legion "Freedom of Russia", which is recognized in the Russian Federation as a terrorist organization. Devnin himself did not join the association. In November 2023, Dzhafarov filled out and sent a membership questionnaire to the organization's website. Between December 2023 and January 2024, Dzhafarov allegedly underwent "training in sabotage activities." In addition, in January 2024, according to the prosecution, Devnin and Dzhafarov forwarded personal data of a serviceman from the Tver region and his family members to a foreign handler.
The court placed the young men in pre-trial detention.
On July 24, 2025, the 2nd Western District Military Court found both defendants guilty and sentenced Kirill Dzhafarov to 17 years in prison - the first 3 years in prison, the rest of the term in a strict regime colony, with restriction of liberty for 1.5 years, and Pavel Devnin to 14 years in prison - the first 3 years in prison, the rest of the term in a strict regime colony, with restriction of liberty for 1 year.
On February 2, 2026, the Military Court of Appeal changed Dzhafarov's sentence, details unknown. The court left Devnin's sentence unchanged.
