Case Description
On the border between Belarus and Lithuania on March 8, 2022, 21-year-old Kirill Butylin, a resident of Lukhovitsy in the Moscow region, was detained. Formally the detention was only registered after almost a week - on the 13th of March. Butylin was accused of committing a terrorist act, public calls for terrorism, and vandalism motivated by political enmity. According to the investigation, on February 28, 2022, he threw several Molotov cocktails into the military enlistment office in Lukhovitsy. 8 March, the Telegram channel "VataHunters" published a video of this attack and the arsonist's manifesto, in which he spoke out against Russia's war in Ukraine. The manifesto also stated that the goal of the arson was to destroy the archive with the personal files of conscripts. The security forces claim that the young man was planning to go fight on the side of Ukraine. The court placed the defendant in a pre-trial detention center. On March 15, 2023, the 2nd Western Military District Court found Kirill Butylin guilty and sentenced him to 13 years in a strict regime colony. On 17 May 2023, the Appellate Military Court upheld the sentence.
