Case Description

In Murmansk, on the night of February 23, 2023, a military enlistment office on Orlikova Street, No. 53, was set on fire. Unknown individuals threw a bottle with an incendiary mixture through the window, the fire spread over 0.5 square meters, and the window frame was charred. No one was injured. At the beginning of March 2023, a 28-year-old local resident, Ilya Sachkov, was detained on charges of arson. During his detention, he was beaten, but his injuries were documented as having been sustained as a result of resisting arrest. During questioning, Sachkov admitted his guilt and stated that his intent to set fire to the military enlistment office had formed independently due to his personal desire to hinder the Russian army. After Sachkov's detention, the investigator ordered an examination of the personal conversations between Sachkov and his friend, 28-year-old Alexander Levadny. The experts concluded that it was Levadny who persuaded his friend to commit the arson. At the same time, the recordings are fragments no longer than three seconds, which do not provide the full context of the conversation. Levadny was detained on March 2, 2023, but his arrest was only formalized on March 4. Before his arrest, the man was tortured with electricity. His injuries were recorded as having been sustained as a result of a fall. Levadny was accused of state treason and incitement to terrorism, while Sachkov was charged with terrorism resulting in significant property damage and drug possession. The charges against Levadny under the article on state treason are based on recordings of his phone conversations with a friend from Ukraine who fought on the side of the Ukrainian Armed Forces. Both men were placed in custody for the duration of the investigation. On April 5, 2024, the Northern Fleet Military Court found the defendants guilty and sentenced Alexander Levadny to 17 years in a penal colony, while Sachkov was sentenced to 14 years. The first three years for both men will be spent in prison, and the remainder in a strict regime colony. On August 12, 2024, the Appellate Military Court upheld the verdict.
