Case Description
On March 4, 2024, in the city of Pestovo, Novgorod Oblast, 18-year-old Ilya Kholopov was detained on charges of state treason and participation in a terrorist community. According to the security forces, Kholopov was going to cross the border of the Russian Federation outside checkpoints and join the 'Legion of Freedom of Russia' or 'RDK'. He allegedly sent a questionnaire for joining one of the organizations by email, but, not waiting for a response, in March 2024 he bought a ticket to St. Petersburg, from where he planned to travel through Moscow towards the border. The young man was detained by FSB officers already in St. Petersburg. According to Khlopov himself, he did indeed plan to travel towards Ukraine in order to then join the 'RDK' and take part in combat operations, but changed his mind along the way - he wanted to return the tickets, but did not have time. The court sent the young man to a pre-trial detention center. On April 8, 2025, the 1st Western Military District Court found Ilya Kholopov guilty and sentenced him to 7 years in prison, with the first 3 years to be served in prison and the remainder in a strict regime colony. On July 28, 2025, the Appellate Military Court left the verdict unchanged.
