Case Description
In February 2024, media reported that a 56-year-old resident of Novocherkassk, Rostov region, was sent for compulsory psychiatric treatment due to extremist statements. The decision on compulsory hospitalization was made on December 22, 2023, by the Oktyabrsky District Court of the Rostov Region. It was not appealed and entered into force on January 10. According to law enforcement claims, a resident of Novocherkassk posted entries on social networks that, according to the conclusion of a psychological and linguistic examination, contained linguistic signs of a call for violent actions against persons of Russian nationality. Also claimed is that during the investigation it was established that the man is a follower of the terrorist organization "Legion of Freedom of Russia" and attempted to join its ranks. The description of the case's defendant fits Igor Aleynik, a resident of Novocherkassk. July 15, 2023, the Novocherkassk City Court of the Rostov Region issued a ruling on the administrative arrest of Aleinik for 15 days under the article on petty hooliganism, associated with disobedience to the lawful demand of a representative of authority. According to the court's ruling, on July 14 at 19:45, while in a public place, expressing clear disrespect for society, he loudly and without reason used crude obscene language, and did not respond to repeated lawful demands from police officers to cease his unlawful actions. Following his release from administrative arrest on July 29, Aleinika was again detained by officers of the OP-2 of the MU of the Ministry of Internal Affairs of Russia 'Novocherkassk.' The man was again issued a protocol on an administrative offense for petty hooliganism. 2 days later, on July 31, the Novocherkassk City Court of the Rostov Region arrested Aleinik for the second time for 15 days. In the ruling, the court stated that on July 29 at 10:10 PM, Aleinik, being in a public place and expressing clear disrespect for society, loudly and without reason used coarse obscene language, and did not respond to repeated lawful demands from police officers to cease his unlawful actions. Both times Aleynik did not admit guilt in violating public order and did not give any explanations in court. Information about the measure of restraint after that could not be found, but on September 19, Igor Aleynik was included in the Rosfinmonitoring list as an extremist. A few days after the court's decision on the application of medical measures came into effect, on January 20, 2024, Aleinika was removed from the list.
