Case Description
On November 11, 2023, in Moscow, near the military registration and enlistment office on Ulyanov Street, National Guard officers detained Belgorod University student Ibragim Orujev. The officers initially demanded identification, but the student did not have his passport, so they took him into the military registration and enlistment office building, where officers began to verify his identity using their intelligence databases. In the police car, they placed a bag over Ibragim's head and began beating him on the back. The officers brandished a syringe in front of him, threatening to inject him with an "AIDS needle." Orujev was then taken to the Gagarinsky District Department of the Ministry of Internal Affairs of Russia, where he was charged with disobeying a lawful order from a police officer. According to the report (and the security forces' version), on November 11, 2023, at 3:00 PM, while standing near the military registration and enlistment office building, Orujev refused to proceed to a police vehicle to be taken to the police station to have a report drawn up for the administrative offense of petty hooliganism. Instead, he "reacted aggressively," began using vulgar and obscene language, resisted the police officer's lawful demand to cease his illegal actions and proceed to the police station, continued his disorderly conduct, and even attempted to flee the scene of the administrative offense, thereby committing the administrative offense of disobeying a lawful order from a police officer. On November 13, Judge Natalya Petrova of the Gagarinsky District Court of Moscow reviewed the report and sentenced Orujev to 10 days of administrative arrest. On November 21, upon leaving the detention center, Orujev was detained again and taken to his apartment for a search. During the search, he was allegedly found to be in possession of Ukrainian flag symbols and notebooks containing chemical formulas for explosives. According to Ibrahim, after his release from the detention center, security officers placed him in a car and immediately began beating and humiliating him. At an unknown location, the officers demanded he identify his "supervisor" and beat him in the solar plexus with a telescopic baton throughout the night. The next morning, one of the officers produced a syringe, threatening to infect Orujev with HIV. However, he soon declared that "violence is cancelled," after which the young man was taken to the Investigative Committee for questioning. The following day, November 22, the Cheremushkinsky District Court in Moscow remanded Orujev in custody on charges of undergoing training for the purpose of committing terrorist activity. According to investigators, the student conducted a reconnaissance mission to the military registration and enlistment office between 6:00 PM and 6:10 PM on November 11, intending to set fire to it using a Molotov cocktail. Investigators believe Orujov was fascinated by the Right Sector and Azov battalions and began studying the rules of making and using weapons. Also, according to case materials, on November 4, Orujov completed a survey on the "I Want" bot. In the pretrial detention hearing, the defense presented a certificate from the Ministry of Defense stating that Ibrahim was required to register with the military registration and enlistment office. Therefore, that day, Orujov went to the military registration and enlistment office to inquire about its operating hours and took a photo of it. He had no plans to engage in terrorist activity and had not studied the use of weapons or explosives. At the hearing to determine the pretrial detention measure, Ibrahim's mother, Yulia Orudzheva, told the court that on November 11, she and her son took their cat to the veterinarian: "We took a taxi and arrived at the veterinary clinic. Then my son went to get a chest X-ray, and on the way to the clinic, there was a military registration and enlistment office, where he had been trying to register for a long time. He approached the military registration and enlistment office and took a photo of his work schedule. We have all the evidence of our movements," she said. In August 2024, Orudzheva's charges were upgraded—investigators interpreted the approach to the military registration and enlistment office as reconnaissance of the area—and a charge of preparation for a terrorist attack was added. On October 31, 2024, the 2nd Western District Military Court found Ibrahim Orudzheva guilty and sentenced him to 16 years in prison. Ibrahim is to serve the first three years in prison, and the remainder in a maximum-security penal colony. On February 25, 2025, the Military Court of Appeals upheld the sentence.
