Case Description
On March 8, 2025, during hostilities in the Kursk region, a 36-year-old citizen of Ukraine, soldier Yevgeniy Valuyev of the 80th Separate Air Assault Brigade of the Armed Forces of Ukraine, was taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, causing significant damage. According to the Russian investigation, from September 3, 2024, to March 8, 2025, Valuyev, as part of a unit, repeatedly illegally crossed the state border of the Russian Federation. Near the village of Cherkasskoye Porechnoye in the Kursk region, he occupied observation and fire positions from where he observed the settlement, its residents, and the actions of Russian military personnel, "intimidated peaceful civilians, prohibited them from evacuating, and also participated in blocking and holding this territory." On September 29, 2025, the 2nd Western District Military Court found Yevgeniy Valuyev guilty and sentenced him to 16 years of imprisonment, with the first 3 years to be served in prison and the remainder in a strict regime correctional colony. The verdict was not appealed and entered into legal force.
