Case Description
On February 14, 2019, in annexed Crimea, following searches in the Krasnogvardeisky District, three local residents—Crimean Tatars Rustem Emiruseinov, Eskender Abdulganiev, and Arsen Abkhairov—were detained. Emiruseinov was charged with organizing the activities of a terrorist organization, Abdulganiev with participating in it, and Abkhairov with committing a terrorist act as part of a group of individuals acting in concert.
According to investigators, no later than November 27, 2017, Rustem Emiruseinov established a cell of the organization “Hizb ut-Tahrir,” which Eskender Abdulganiev and Arsen Abkhairov joined. They held meetings at which they studied the group’s ideology using specialized publications, discussed methods of propaganda and measures of secrecy, and encouraged fellow villagers to join their gatherings.
On February 15, 2019, the Kyiv District Court of Simferopol ordered all three to be held in pretrial detention.
On November 3, 2020, the Southern District Military Court found the defendants in the case guilty and sentenced Rustem Emiruseinov to 17 years in prison, and Eskender Abdulganiev and Abkhairov Abkhairov to 12 years’ imprisonment each in a maximum-security prison.
On November 1, 2021, the Military Court of Appeals upheld the sentence.
