Case Description
On April 1, 2025, during hostilities in the Kursk region, three Ukrainian citizens were taken prisoner by Russian servicemen: 56-year-old serviceman of the 237th territorial defense battalion of the Armed Forces of Ukraine Oleg Artyukhov, 38-year-old serviceman of the 22nd separate mechanized brigade Alexander Babich, and 41-year-old Dmitry Semenchuk. Criminal cases were initiated against them for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. Artyukhov was also accused of participating in a terrorist community and the activities of an organization recognized as terrorist under the legislation of the Russian Federation, as well as undergoing training for the purpose of carrying out terrorist activities. According to the Russian investigation, on April 20, 2023, Artyukhov took the oath of the Ukrainian paramilitary association "Right Sector." From April 21 to May 22, 2023, he underwent training at a range in the Dnipropetrovsk region, where he studied the rules of handling weapons and explosives. Then, as part of the 67th separate mechanized brigade, he participated in hostilities in the area of Bakhmut and Liman. On March 30, 2025, Artyukhov, as well as Babich and Semenchuk, armed with automatic weapons and grenades, illegally crossed the state border of Russia in the Sudzhansky district of the Kursk region and headed towards the village of Guevo "with the aim of strengthening the grouping of forces and means of the armed formations of Ukraine involved in terrorist activities and further expanding the zone of armed control." On October 7, 2025, the 2nd Western District Military Court found the defendants guilty and sentenced Oleg Artyukhov to 26 years of imprisonment, Dmitry Semenchuk to 15 years, and Alexander Babich to 14 years and 6 months. Semenchuk and Babich must serve the first 3 years of their sentence in prison, while Artyukhov must serve the first 6 years, with the remaining part of the sentence to be served in a strict regime correctional colony.
