Case Description
In Melitopol, occupied Zaporizhzhia region, no later than August 2022 (the exact date is unknown), 50-year-old Dmitry Golubev was detained. He was accused of 'undergoing training for the purpose of carrying out terrorist activities,' an act of 'international terrorism,' and two episodes of preparation for it. According to Russian investigators, in March 2022 Golubev was "recruited by an employee of the Main Intelligence Directorate of the Ministry of Defense of Ukraine and persuaded him to carry out explosions in Melitopol." In 2022, Golubev "completed training that included reconnaissance of the area, determining routes of approach and withdrawal from the sites of the explosions, rules for selecting locations for the placement, methods of delivery, installation, and camouflage of the explosive device." "In addition, the defendant 'acquired knowledge during his studies about the types and kinds of homemade explosive devices, their methods of assembly and disassembly, as well as their activation.'", In early August 2022, Golubev 'manufactured two homemade explosive devices and placed them in a cache, and later received information about the locations for carrying out the explosions via a messenger app'. Such places, in addition to the MREO, were the building of the local military-civilian administration and one of the roads. After that, Golubev, according to the investigation, 'installed explosive devices at planned addresses' and 'one of them detonated in the window opening of the MREO building in Melitopol.' "As a result of the explosion on August 10, the facade and interior of the building were 'damaged, creating a threat to the lives and health of citizens of the Russian Federation and Ukraine.'" On November 23, 2023, the Southern District Military Court found Dmitry Golubev guilty and sentenced him to 18 years in a strict regime colony. On June 19, 2024, the Appellate Military Court upheld the sentence.
