Case Description

In Chelyabinsk, on the night of November 1, 2023, 44-year-old local resident Dmitry Abakov came to the city administration building with Molotov cocktails and was immediately detained by FSB officers.

A criminal case was opened against Abakov for attempted terrorism. According to law enforcement, in the autumn of 2023, a Telegram user with the nickname "Taras" contacted the Chelyabinsk resident. At his instruction, Abakov "took an oath to the Armed Forces of Ukraine (VSU)", recording it on video. Then "Taras" gave the man the task of filming railway tracks and military equipment loaded for transport on railway platforms near the village of Misyash, in the city of Chebarkul, Chelyabinsk Oblast. Abakov completed this task and sent the video to the "curator".

Afterwards, at the request of "Taras", Abakov joined the "Freedom of Russia Legion" and "took the oath of this organization". He was then tasked with photographing military enlistment offices in three districts of Chelyabinsk, retreat routes, entrances, and "places where Molotov cocktails can be thrown". After this, the "curator" asked Abakov to set fire to the administration of the Traktorozavodsky district of Chelyabinsk, which also houses the district branch of the United Russia party. For the completed tasks, 40,000 rubles were transferred to Abakov. He made two Molotov cocktails in soda bottles, mixing motor oil, silver paint, and gasoline. Abakov also bought a ticket from Chelyabinsk to Chisinau with transfers in Moscow and Yerevan. The prosecution claims that in this way, the defendant sought to change the political course in Russia and stop the war.

Abakov himself claims that FSB officers, posing as representatives of Ukrainian intelligence, communicated with him and provoked him into committing arson.

On November 1, 2023, the Central District Court of Chelyabinsk sent the defendant to the pre-trial detention center (SIZO) at the request of the investigation.

Later, the charges were tightened — articles on treason and participation in the activities of a terrorist community were added.

On July 4, 2025, the Central Okrug Military Court found Dmitry Abakov guilty and sentenced him to 20 years of imprisonment in a strict regime colony.

On February 9, 2026, the Military Appellate Court upheld the verdict.
