Case Description
In Pskov in November 2023, a criminal case was opened against journalist and editor-in-chief of 'Pskovskaya Gubernia' Denis Kamalyagin under the article on 'repeated discrediting of the army' due to a video about a missile strike by the Russian army on a nine-story residential building in Uman on the publication's YouTube channel." On December 15, Kamalyagin was placed under house arrest as a preventive measure. At the time the case was initiated, he himself had been living abroad for a long time. Four days later, the journalist was put on the wanted list. February 5, 2024, it became known that a second criminal case was opened against Kamalyagin for evading the fulfillment of obligations as a "foreign agent." Kamalyagin is one of five people whom the Ministry of Justice first included in the list of "foreign agents" as individuals. In 2023, the journalist was fined three times for posts without a label and for not submitting a report to the Ministry of Justice. On February 7, the Pskov City Court placed Kamalagin under arrest in absentia.
