Case Description

The Investigative Committee of the Russian Federation opened a criminal case against the mayor of the Ukrainian city of Dnipro on charges of incitement to genocide. He is accused of inciting hatred or enmity, as well as humiliating human dignity with a threat of violence, as well as incitement to genocide. According to the investigation, Boris Filatov called on social networks to kill Russian people around the world. Filatov was declared wanted. In September 2023, the Basmanny District Court of Moscow issued an arrest warrant for the mayor in absentia. Later, the prosecutor's office brought charges against Filatov in absentia for "fakes" about the Russian army and inciting hatred and enmity. According to the Russian investigation, Filatov, knowing that Russian troops do not attack peaceful residents of Ukraine, on April 2, 2022, he distributed knowingly false information about the actions of Russian troops in the Kyiv region and the killing of civilians in his Telegram channel. On January 14, 2025, the Basmanny District Court of Moscow found Boris Filatov guilty in absentia and sentenced him to 9 years in a general regime colony. Also, the court deprived Filatov of the right to administer websites on the Internet for 4 years.
