Case Description
In Kursk Oblast on September 13, 2024, during hostilities, 27-year-old Ukrainian citizen, gunner of the 134th Separate Security and Support Battalion of the Ukrainian Armed Forces, senior soldier Andrey Vlasenko, was taken prisoner by Russian military personnel. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, on September 4, 2024, Vlasenko, as part of a unit of Ukrainian armed formations, illegally invaded Russian territory. While in the settlements of Lyubimovka and Vishnevka in the Korenevsky district of the Kursk region, he "opened fire on Russian servicemen and civilians, mined roads, and, threatening to use weapons, prevented the evacuation of civilians." "On May 12, 2025, the 2nd Western Military District Court found Andrey Vlasenko guilty and sentenced him to 17 years in prison, with the first 5 years to be served in a prison, and the remaining part in a strict regime penal colony. The verdict was not appealed and entered into legal force.
