Case Description
In the Kursk region on September 12, 2024, during hostilities, a 44-year-old citizen of Ukraine, a shooter from the 82nd separate airborne assault brigade of the Armed Forces of Ukraine, soldier Andrey Shulgan, was taken prisoner by Russian military personnel." 1. A criminal case was opened against him for committing a terrorist act by a group of persons by prior conspiracy, resulting in significant damage. According to the Russian investigation, in August 2024, Shulgan, as part of a unit, illegally invaded Russian territory. While in the Korenevsky and Rylsky districts of the Kursk region, he "intimidated local residents, occupied private houses, hindered evacuation, and also opened fire on Russian military personnel and civilians. 13 May 2025, the 2nd Western Military Circuit Court found Andrey Shulgan guilty and sentenced him to 15 years of imprisonment, the first 3 years he must serve in prison, and the remaining part - in a strict regime penal colony. The verdict was not appealed and entered into legal force.
