Case Description
On August 1, 2022, a criminal case was initiated in Tula for the repeated "discrediting of the army" against 38-year-old local resident Andrey Pavlov. On the same day, a search was conducted at his place, and his equipment was seized. After questioning, he was released on the obligation to appear. According to the investigation, the man posted seven publications criticizing the war in Ukraine on his page on VKontakte, and on July 29, he went to Lenin Square with a poster "No ***ne! No **r! HI ***ni." Earlier, at the end of March, Pavlov was fined under an administrative offense case under the article on discrediting the army because he attached a Ukrainian flag, the inscription "Putin stop war," and a red-and-black flag, designated in the court's ruling as a "Cossack protest banner," to his jacket. In September 2022, the Proletarsky District Court of Tula ordered Pavlov to undergo a stationary psychiatric examination. He was placed in the Tula Regional Psychiatric Hospital named after Kamenev for 30 days. In December 2022, the man was able to leave Russia. The proceedings in the case were suspended, and Pavlov himself was placed on an interstate wanted list. In March 2023, the Central District Court of Tula issued a ruling in absentia to detain the activist with the moment of his discovery and transfer to the territory of Russia.
