Case Description
Alexey Matsikov, a 36-year-old local resident and group II disabled person, was detained in the village of Chemal, Altai Territory, on November 12, 2023. A criminal case was opened against him for hooliganism. According to the investigation, Matsikov, being in a state of alcohol and drug intoxication, allegedly threw four glass jars with a flammable liquid into the building of the police department in Chemalsky District of the Altai Republic. The door and facade caught fire, the security forces were not injured. On November 13, 2023, the Chemal District Court of the Altai Republic sent Matikov to a pre-trial detention center at the request of the investigation. Earlier, during 2023, five protocols on an administrative offense for disobeying police orders were drawn up against Matsikov, and in August of the same year he was detained in the village of Elekmonar on suspicion of collecting wild hemp. On November 27, 2024, the Chemalsky District Court of the Altai Republic found Alexey Matikov guilty and sentenced him to 1.5 years in a general regime colony. The verdict was not appealed and entered into legal force.
