Case Description
In April 2025, criminal cases were initiated in the Belgorod region against Sergeant Andrey Sizonov of the State Border Service of Ukraine and Yuri Temchenko, an operator of the Ukrainian Security Service's drone unit. Sizonova was accused of committing a terrorist attack by an organized group that resulted in significant property damage. Tymchenko was accused of committing a terrorist act that resulted in deaths and injuries. According to the investigation, on April 9, 2025, Sizanov, while in the Kharkiv region of Ukraine, dropped an explosive device on one of the districts of the Belgorod region using a drone, resulting in the destruction of a private residential property. According to the investigation, on June 5, 2025, Yuriy Temchenko conducted reconnaissance over the Bryansk region from the territory of the Chernihiv region of Ukraine using a drone, and transmitted the coordinates of Russian military personnel and equipment, after which they were struck by HIMARS MLRS. This resulted in deaths and injuries to people, as well as caused the state significant property damage. Andrey Sizonov and Yuri Temchenko were put on the international wanted list and placed in custody in absentia.
