Case Description
In Astrakhan on January 28, 2024, around 7:00 PM, 54-year-old pensioner and former police officer Yuriy Strubalina was detained. He was taken to OP-4 of the UMVDD of Russia in Astrakhan, where a protocol on an administrative offense was drawn up against the pensioner under the article on petty hooliganism associated with disobedience to a lawful demand of a representative of the authorities. According to police officers, Strubalin "committed hooligan acts in a public place" - being forcibly brought to the Main Directorate of the Ministry of Internal Affairs of Russia for Astrakhan within the framework of a criminal case, he expressed dissatisfaction, used crude obscene language against police officers, waved his arms, did not respond to persuasion and repeated remarks to stop hooligan acts." Two days later, on January 30, 2023, the Kirovsky District Court of Astrakhan placed the pensioner under administrative arrest for 5 days. While Strubalin was serving his sentence, a criminal case was opened against him for vandalism motivated by political hatred. On August 22, 2023, the Judicial District of the Peace Magistrate No. 2 of the Kirovsky District of Astrakhan found Yuriy Strubalin guilty and sentenced him to three years of restriction of freedom. He was prohibited from leaving his home at night and leaving the city of residence without the consent of the supervisory authority. October 26, 2023, the Kirovsky District Court of Astrakhan upheld the decision.
