Case Description

In February 2019, three local residents - Yuri Ivanov, Andrey Garrus, and Stanislav Surovtsev - were detained in the occupied Donetsk region. The men were accused of undergoing training for the purpose of committing terrorist activities and participating in a terrorist community. Surovtsev was accused of seven episodes of terrorist attacks, while Ivanov and Garrus were accused of eight. All three were also charged with attempting to commit another terrorist attack. A search was conducted at their place of residence, during which, allegedly, power sources, radio signal receiving and transmitting devices, components of improvised and industrial explosive devices, and more than 40 kilograms of explosives were seized. According to the security forces' version, Surovtsev, Ivanov, and Garrus were recruited by the Security Service of Ukraine. Ivanov allegedly underwent a course of special training for carrying out sabotage and terrorist acts at a training ground located in the Nikolaev region. Surovtsev and Garrus helped Ivanov carry out the terrorist attacks. It is claimed that the Ukrainians, as part of an organized group, carried out terrorist acts on the territory of the DNR by means of explosions: - on March 21, 2016, a gas pipeline in the city of Makeyevka; - on June 10, 2016, a car service building in the city of Donetsk; - on August 23, 2016, metal barrels located on the territory of a sidewalk tile plant in the city of Makeyevka; - on October 31, 2016, a transformer and a furniture store building in the city of Donetsk; - on February 23, 2017, a transformer located in the city of Donetsk; - in May 2017, they carried out an explosion on the territory of an oil depot in the city of Makeyevka; - in August 2017, they attempted to blow up a high-voltage power transmission line support on the outskirts of the city of Amvrosiyevka, DNR, when their actions were not brought to completion due to circumstances beyond their control, as two IEDs installed on this support did not detonate and were subsequently discovered and defused by employees; - in February 2018, the Rostovskaya-Yuzhnaya power transmission line; - on April 14, 2018, the explosion of railway tracks and an electric locomotive. The court placed the Ukrainians in custody. On April 23, 2025, the Southern District Military Court found the defendants guilty and sentenced Andrey Garrus to 23 years of imprisonment, and Yuri Ivanov and Stanislav Surovtsev to 24 years. The court also imposed fines of 300 thousand rubles each. On January 21, 2026, the Appellate Military Court left the verdict unchanged.
