Case Description
No later than November 3, 2024, in the city of Kasimov, Ryazan region, local resident Yaroslav Muratov, 29, was detained. He was accused of treason, participating in the activities of a terrorist community, undergoing training for the purpose of carrying out terrorist activities, and preparing for a terrorist attack by a group of persons by prior conspiracy. According to the investigation, Muratov collaborated with Ukrainian organizations and special services in 2024. On the orders of his handlers, he collected and transmitted data about military facilities in Ryazan. On November 3, 2024, the defendant manufactured three incendiary devices according to received instructions for arson of one of the Ryazan military commissariats on National Unity Day and equipped a cache for them. He did not have time to implement his plan, as he was detained by law enforcement officers. The defendants in the case were placed in custody for the duration of the investigation. 29 January 2026, the 2nd Western Military District Court found Yaroslav Muratov guilty and sentenced him to 18 years imprisonment, with the first 4 years to be served in prison and the remainder in a strict regime penal colony. The court also imposed a fine of 350 thousand on him. rubles, restriction of freedom for 1.5 years, and ordered to confiscate from Muratov an amount equivalent to the reward he received from his "curators.
