Case Description
On February 1, 2024, in the occupied part of the Kherson region, 53-year-old local resident, Ukrainian citizen Vladislav Litvinenko, was detained. He was accused of illegal manufacture and storage of explosives, as well as "attempting a terrorist attack committed by a group of persons by prior conspiracy." "According to the Russian security forces, Litvinenko, 'having a negative attitude towards the SVO being carried out on the territory of Ukraine,' agreed to the offer of an SBU employee to commit a terrorist attack aimed at the deputy head of the VHA of the Kakhovsky municipal district of the Kherson region, Roman Nazarov." "For this purpose, he acquired explosives and necessary components provided by an SBU employee, then placed the explosive device in the bottom of Nazarov's parked car. On February 1, 2024, an explosive device was discovered and neutralized by FSB officers. The defendant in the case was sent to a pre-trial detention center. On May 5, 2025, the Southern Military Court found Vladislav Litvinenko guilty and sentenced him to a strict regime colony with part of the term to be served in prison, the size of the punishment is unknown. On November 12, 2025, the Appellate Military Court left the verdict unchanged.
