Case Description
In Kaliningrad region in April 2023, 20-year-old local resident Igor Samka was detained, and later, at the end of January 2024, 21-year-old Vladislav Gorulev. They were accused of treason, organizing a sabotage community and participating in it, aiding sabotage activities, as well as unauthorized access to computer information committed by a group of persons by prior conspiracy. According to the investigation, Samok, being opposed to the special military operation, in 2023 contacted a representative of the Main Intelligence Directorate of Ukraine through a messenger and expressed readiness to participate in activities against the security of Russia. On assignment from Ukrainian curators, he engaged in espionage and organized a sabotage community, which he involved Gorulev and four other people, including minors. It is claimed that under Samka's leadership, more than 20 acts of sabotage were committed - arson attacks on objects of transport infrastructure, utilities, communications, and transport in the Krasnodar and Altai Territories, Kaluga, Lipetsk, Tomsk, Sverdlovsk, Arkhangelsk, and other regions of Russia. No later than March 2023, Gorulev transmitted coordinates via an internet messenger for arson of railway equipment in the Kaluga region. Additionally, while working in the office of a mobile operator, Samok, for a reward, gained unauthorized access to subscribers' personal data and passed it on to third parties. On April 23, 2023, the Central District Court of Kaliningrad sent Igor Samk under arrest. On February 1, 2024, the same court chose a measure of restraint in the form of detention for Vladislav Gorulev. On December 30, 2025, the Baltic Fleet Military Court found the defendants guilty and sentenced Igor Samka to 24 years in prison with a fine of 800 thousand. roubles, the first 6 years of which he must spend in prison, and Vladislav Horulev to 18 years in prison with a fine of 200 thousand. rubles, of which he must spend the first 3 years in prison.
