Case Description
During 2023 and 2024, a series of arson attacks occurred in Vladimir. Thus, on April 13, 2024, an unknown man threw a Molotov cocktail at the building of the regional government. The bottle hit the window of the building but did not break it, instead ricocheted and fell to the ground. The man also threw another bottle with an incendiary mixture into a car parked near the administration building, belonging to the head of the anti-corruption prevention department, Inna Dyrova. As a result of the attack, the car burned down. On the same day, a 24-year-old local resident, Vladislav Afanasyev, was detained on charges of arson. During a search of Vladislav's house, fragments of a gas canister, glass bottles, bank cards, and an empty bottle of solvent were found. A criminal case was opened against him for the destruction of someone else's property by a generally dangerous method. It is reported that during the detention, Afanasyev tried to commit suicide: the guy took out a pepper spray and began to spray it in his mouth. He was hospitalized with burns to his respiratory tract. After that, he was taken for interrogation, during which he stated that scammers had forced him to set the fire. On April 15, 2024, the Frunzensky District Court of Vladimir chose Afanasyeva's measure of restraint in the form of detention. On the night of April 21 of the same year, an unknown person set fire to three cars parked in the courtyards of apartment buildings, recording the process on video. In the morning, a 20-year-old local resident was detained on charges of arson, her name is not disclosed. According to the investigation, the detained woman, having fallen under the influence of telephone scammers, took out a loan and transferred money to them. Then, under threats and following the instructions of the perpetrators, she purchased gasoline and lighters, proceeded to the specified addresses, and set fire to the cars, while filming the events. All her actions via video link were coordinated by an unknown "curator. A criminal case was opened against the woman for destruction of property by arson. On April 23, 2024, the Oktyabrsky District Court of Vladimir sent the woman into custody. A month later, on May 21, 2024, the FSB Directorate for the Vladimir Region announced the detention of a 30-year-old Ukrainian citizen, whose name has also not been disclosed. According to law enforcement officials, the Ukrainian allegedly "persuaded residents of the region via the internet to commit arson of vehicles to intimidate the population": for money, he offered residents of the Vladimir region to set fire to vehicles "to intimidate the population and destabilize the activities of the bodies of state power of the Russian Federation, as well as to influence their decisions on the expediency of further conducting the SVO." A criminal case was opened against the Ukrainian for assisting terrorism. The court sent him to a pre-trial detention center. There is also a fourth defendant in the case, nothing is known about him. The cases against Afanasyev and a resident of Vladimir were reclassified as a terrorist act committed by a group of persons by prior conspiracy, resulting in significant damage.
